U.S. Sen. Charles Schumer, D-N.Y., was at the Binghamton Independence Center on Monday to promote his legislation — written with a large assist from disability advocates — that gives the disabled the ability to live on their own with equal Medicaid support.
Disabled persons “are often denied the kind of at-home services and supports that then keep them in institutional settings,” Schumer said.
